賴清德宣布不進市議會200多天期間，遭人告發瀆職，台南地檢署以未釀成災害為由，不起訴賴清德及市府一級主管共28人，陳美伶反諷監察院卻以此彈劾賴清德；面對坐在台下的賴清德，她說，沒有接受政治迫害，就不能往上爬。
